Topic: Implementing the Kyoto Accords

United Nations Environmental Organization, 5th Committee,

Acknowledging the many issues surrounding the implementation of the 1997 Kyoto protocol, which would enforce strict limits on emissions of carbon dioxide and other greenhouse gases,

Concerned that the ratification process has been halting and few of the industrialized signatories have proceeded to ratification,

Recognizing that there are injustices particular to developing countries such as Syria, such as the fact that industrialized countries comprise 20 per cent of the world's population but consume 80 per cent of the world's resources,

Also recognizing the fact that developing countries may suffer most from some predicted consequences such as shifting agricultural zones, rising sea levels, changing rainfall patterns, and the fact that states like Syria, which depend on income from oil, will face greater difficulties as energy demands change,

1. Urges the industrialized nations to move toward ratification;

2. Requests assistance for increased development and deployment of sustainable alternatives such as solar energy;

3. Calls for the design and building of better public transport systems;

4. Further calls for the redesign of products such as homes, office buildings, automobiles, refrigerators for great energy efficiency and reduced emissions.
